Nope, Paul didn't help to begin the church in Rome "Before all this..." (when Christ started The One Church with One Doctrine). Paul didn't get to Rome until around 61AD which was 30 years after his conversion and 33-34 AFTER Christ started The Church with One doctrine, One Faith, One teaching...
