I agree, the GW doesn't quite grasp the full meaning of what is being communicated. The context suggests that yes in fact, this is speaking of the unsaved and saved. The NIV is good but I have to go with the CJB on this one because of it's execution in terms of accuracy and depth.

Everyone should give to the church. However the following verses suggest very logical reasons for giving. Thanksgiving Gen 28:20-22,Exodus 35:1-35 for a specific purpose, (which by the way was also voluntary Ex 36 3-6) Proverbs 19:17 is an example of someone giving to the needy.
