Factually:
God Drowned NO ONE.
God Caused AN "Effect" upon "His Earth".
EARTH...IS DRY LAND.
The "Effect" was;
* Sending Water:
FROM Gods Sky / Clouds DOWN to Earth.
FROM Gods Water IN the World UP to the Surface of the Earth.
THE Earth (Dry Land) became COVERED with WATER.
The WATER "caused" ALL living things (WITH Gods Breath of Life).... TO DROWN.
This is called; God DESTROYING HIS EARTH (DRY LAND) and Everything ON the EARTH... WITH Water.
Noah...(and Noah's family) WAS SAVED from the Destruction...
"BY Expressly BEING RAISED "UP" ABOVE the EARTH.... TO THE "SURFACE" of the WATER...ie the FACE of the Water.
IN the water Destroyed LIFE.
UP ON the Surface of the Water SAVED Noah's LIFE.
Noah, his family, animals....ALL UP ON the Surface of the WATER were "BODILY" saved FROM the destruction of Drowning.
AFTER a Period of Time...God VIA HIS POWER, "assuaged" the Water Covering the Earth. (Ie..."assuaged"...swept the Water Asside..."INTO" the Earth, from whence much water was Risen up...they are "underground" OCEANS....and to Deep valleys of the Earth...they are VISIBLE OCEANS that Divide the VISIBLE Land).
Gen 6:
[7] And the LORD said, I will destroy man whom I have created from the face of the earth; both man, and beast, and the creeping thing, and the fowls of the air; for it repenteth me that I have made them.
[13] And God said unto Noah, The end of all flesh is come before me; for the earth is filled with violence through them; and, behold, I will destroy them with the earth.
[17] And, behold, I, even I, do bring a flood of waters upon the earth , to destroy all flesh, wherein is the breath of life, from under heaven; and every thing that is in the earth shall die.
Gen.7
[4] For yet seven days, and I will cause it to rain upon the earth forty days and forty nights; and every living substance that I have made will I destroy from off the face of the earth.

[18] And the waters prevailed, and were increased greatly upon the earth; and the ark went upon the face of the waters.

[28] When he established the clouds above: when he strengthened the fountains of the deep:

[11] In the six hundredth year of Noah's life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, "and" the windows of heaven were opened.

[2] The fountains also of the deep and the windows of heaven were stopped, and the rain from heaven was restrained;

[1] And God remembered Noah, and every living thing, and all the cattle that was with him in the ark: and God made a wind to pass over the earth, and the watersasswaged;
God SAVED...BODY'S of FLESH, from the Earth's Destruction, BY Raising those BODY'S UP ABOVE the Destruction.
Christ Jesus...Offered to:
* Forgive a man Having Been Against God.
* Accept a mans "WILLING Bodily DEATH"...
* Restore and Save a mans soul....
* Quicken (give New LIFE) to a mans spirit...
* Be FOREVER "with" AND "in" that man.
* KEEP that man WHOLE, body, soul, spirit.
(BY Gods Power "with and in" that man.)
* KEEP that man FROM Gods NEXT (coming) and LAST Destruction of the Earth...."BY AGAIN (as in Noah's Day) RAISING UP," that man WHOLLY...
Body, soul, spirit.
IN Noah's Day...FEW were LIfted UP and SAVED from Destruction.
Many were "NOT PAYING ATTENTION"...
Many ignoring God, ignoring Gods Word, Unprepared, and DOOMED in Destruction.
Matt 24:
[37] But as the days of Noe were, so shall also the coming of the Son of man be.
Luke 17:
[27] They did eat, they drank, they married wives, they were given in marriage, until the day that Noe entered into the ark, and the flood came, and destroyed them all.
