There is no scripture in effect that says exactly that. Sense Christ You are only forgiven if you repent. To Repent is to ask Gods forgiveness in honesty from your heart. There are no New Testament Biblical scriptures I remember saying this is acceptable. There are traditions within certain religions that say you can be forgiven by confessing to a priest. However, biblically after the crucifiction You can only repent through Jesus Christ an only you can do it. No priest can forgive you or ask in your behalf. They can only pray for you and that you do repent.

I assume you mean confession of your sins out loud or audibly to God? You would also have to be truly sorry or repent. Just saying a bunch of words has no meaning in this case. God cares very much about our hearts when it comes to repentance.

I know of no place in the bible where it says that only priests can forgive sins, and not God. But perhaps I misunderstood you. There is a place where the disciples are sent with a mission like Christ’s, which includes the idea of forgiveness of sins:
John 20:21 Jesus said to them again, "Peace be with you. As the Father has sent me, so I send you." 22 When he had said this, he breathed on them and said to them, "Receive the Holy Spirit. 23 If you forgive the sins of any, they are forgiven them; if you retain the sins of any, they are retained."
