Luke 10:18 (KJV) 18 And he said unto them, I beheld Satan as lightning fall from heaven. Revelation 2:13 (KJV) 13 I know thy works, and where thou dwellest, even where Satan's seat is: and thou holdest fast my name, and hast not denied my faith, even in those days wherein Antipas was my faithful martyr, who was slain among you, where Satan dwelleth.

Satan ascended into heaven from the earth, and he lost the battle and was cast out, that's why Jesus said, He say Satan fall as lighting from heaven. Satan's throne is on the earth.

Well I have to go with verzanumi24, on this one. Heaven now is refered to paradise. God has a plan for everything and no Satan hasn't been cast out yet, and heaven cleansed. Which why he goes to and fro in the earth. And can accurse God with his servants lack of staying power. Like he did with Job.
