In our head.
Our head has all the senses of thought, sight, sound, verbal, smell, feeling and our sin begins from one of these or more of these at the same time. The lusts of the eyes coveting what we see, gossip or what we hear can infulence our actions, what we say to others can not only effect us for we are accountable for our words.. but it can either up lift or harm even kill others, smell can lead us to glutony to destroy our bodies and health or can lead us to sin with one whom smells GOOD, smell can even allow chemicals to enter out bodies to destroy our cells. Feeling can be either physical or emotional and can get us into a WORLD of trouble if we don't use sound judgment. That is why we must have the mind of Christ, so that we do not fulfill the lusts of the flesh that causes us to be weak and fall for temptation to sin that is ALL AROUND US. Because what goes on in the head.... tends to extend to and DEFILE the rest of the BODY.
And we must keep THE BODY pure by allowing the Spirit to form us into the image of Christ having the mind of Christ.
1 Cor 2:12-16
12 Now we have received, not the spirit of the world, but the spirit which is of God; that we might know the things that are freely given to us of God.
13 Which things also we speak, not in the words which man's wisdom teacheth, but which the Holy Ghost teacheth; comparing spiritual things with spiritual.
14 But the natural man receiveth not the things of the Spirit of God: for they are foolishness unto him: neither can he know them, because they are spiritually discerned.
15 But he that is spiritual judgeth all things, yet he himself is judged of no man.
16 For who hath known the mind of the Lord, that he may instruct him? But we have the mind of Christ.

I agree that it starts in our minds. That's why 2 Cor. 10:5 tells us to "take every thought captive to the obedience of Christ".

But on the other hand, it's also important to remember that temptation is not sin. It's what you do with the temptation. Temptation can't be a sin because:

Heb 4:15 For we do not have a high priest who cannot sympathize with our weaknesses, but One who has been tempted in all things as we are, yet without sin.

The only reason I say this is because some people think they have failed just because they were tempted to do something. Sometimes we beat ourselves up unnecessarily, and that is just as much a tool of the devil as sin itself. But it's definitely true that temptation comes into our minds and if we don't take every thought captive, it becomes a seed. The growth begins in our minds until it comes into physical fruition.
