Receive the HS, how today ?

Peter, 4 steps are required in early Acts, repent, be baptized, pray & lay hands.
Acts 2
38 Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
Acts 8:
15 Who, when they were come down, prayed for them, that they might receive the Holy Ghost:
16 (For as yet he was fallen upon none of them: only they were baptized in the name of the Lord Jesus.)
17 Then laid they their hands on them, and they received the Holy Ghost.
Yet Paul teaches only 1 step, hear & believe the Gospel
Eph 1:13, Gospel 1 Cor 15:1-4
In whom ye also trusted, after that ye heard the word of truth, the gospel of your salvation: in whom also after that ye believed, ye were sealed with that holy Spirit of promise,
And the way today is ?

The same. It's a bit difficult to find someone to lay hands who actually has the gift.

1Timothy 4:14 Neglect not the gift that is in thee, which was given thee by prophecy, with the laying on of the hands of the presbytery....

It doesn't.
Eph 1:13 teaches it not 1 Tim 4:14

Yes. But why are you restricting it to Paul? The gospels have this teaching more than the Epistles tbh.

How to receive the Holy Spirit...

And the Lord spake unto Moses, saying, Make thee two trumpets of silver; of a whole piece shalt thou make them: that thou mayest use them for the calling of the assembly, and for the journeying of the camps. And when they shall blow with them, all the assembly shall assemble themselves to thee at the door of the tabernacle of the congregation. - Numbers 10 1-3

Two trumpets....

1. Calling of the assembly
2. Journeying of the camps

In modern times I would call these two out as the most important part of worship....

1. Worship - A good worship leader in the Worship
2. Word - A good speaker in the Word

Attend good church services regularly with good Worship and a good time in the Word and you are not that far from the actual Holy Spirit.

Someone who claims to follow Christ and knows they should get baptized but refuses is resisting the Lord and the Holy Spirit. I wouldn't want to be in that position.

Do you really think that we have control over the Holy Spirit? That if we just hit on the right formula, we can all speak in and interpret tongues, prophesy, heal the sick, discern wisdom...?

The πνεῦμα blows where it wishes....

I'm going to have to say that I'm skeptical of that, though I recognize the famine in this land for the Holy Spirit. Maybe that's just a deficiency in my own faith. Or maybe that's just me exercising discernment.
