Those that consider themselves above God's laws are those that are Lucifer's. As he desired to rise above all that is called God.
Those that intentionally fall below the law are the wicked and perhaps treacherous and therefore dangerous to at least themselves in judgment.
The story of Satan is an old story of following dark ways and even sciences in hopes to go without God almighty and think they might achieve eternal life, kingdom and power on their own.
We have mankind's various nations and tribes as people. And they have various forms of governments and laws. Some laws follow God's laws, some do not.
As mentioned in articles, "no one is above the laws of God". God the father sent his son, Jesus the Christ, to fulfill the law. He died and entered the heart of the earth, spirit prison, he rose to life and ascended to heaven. He freed us from spirit prison and promises eternal life in the resurrection. He has already resurrected countless of God's children. They are kept safe in heaven.
We are to be perfect as our father in heaven is perfect.
The fruits of his virtuous and good, life giving spirit is wonderful to experience. His loving spirit guiding and directing and comforting us.

24 And they that are Christ's have crucified the flesh with the affections and lusts.
