Your understanding of Romans 13 is not up to par.
Verses 1-7 talk about the duty of the state, the authority of the state, and duties of citizenship.
God appoints all rulers, therefore, they are all servants of God
The words pastor and minister don't even appear in this chapter.

Oh really?

Romans 13:1-6

1. Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.

2Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.

3For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:

4For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.

5Wherefore ye must needs be subject, not only for wrath, but also for conscience sake.

6For for this cause pay ye tribute also: for they are God's ministers, attending continually upon this very thing.

There it is twice. Now I can believe that it's talking about the rulers of the state or I can believe it's talking about the minister of God (like it says).

or like you want it to say anyway, i mean at least acknowledge that, right, it won't take away from the truth. It seems pretty clearly to be talking about those under the law imo. Now are pastors today essentially an arm of that? yes, i could even show you the paperwork.

Read the entire sentence 13:4 and 13:6.
!3:4, this minister is an agent of wrath to bring punishment on the wrong doer.
13:6 talks about paying taxes because these ministers serve full time to governing.
I don't want to burst your bubble but you got to let go of this one.

I did read it. Nothing wrong with it whatsoever unless you have the foolish notion that REAL ministers never execute wrath. You aren't one of those people who believe Men of God must be sweet, harmless wimps, are you?

The following verse, I believe, describes the Church assembly:

"For where two or three are gathered together in my name, there am I in the midst of them." Matt 18:20

I have underlined the essential part of it. Even saying the words, "in Jesus name" doesn't necessarily make it so. There are a lot of folks meeting together regularly, and they may call it "church", but many of them are still likely forsaking as per this verse as God sees it:

Heb 10:25 Not forsaking the assembling of ourselves together, as the manner of some is; but exhorting one another: and so much the more, as ye see the day approaching.

Just filling a space in a building in a room called a sanctuary is not enough. Two or three "in His name" on a street corner would be more pleasing to God.
