Why is spam still a recurring problem? How many years has it been since we invented Email? When did smart phones become popular?
Is the problem of spamming new in this world? When did it start? or When is it going to end? 
Spamming meaning unwanted email in the context of computers.
In my opinion spamming historically assumed several forms, finally when it came to computers and internet, it is "legitimized" as spamming.
Haven't you ever seen unwanted advertisements on Television? Did you not find people asking you buy things on a market street, and you have to reply "no" or "may be later"? Did you not read about paparazzis and stalkers?
These days we have a spam/junk folder. Some email services send mails marked as spam into this folder. While others automatically send suspicious emails into those folders.
Every dark cloud has a silver lining. "If you have not received my email, please check the spam folder!"
Finally spam folders appear to have something positive!
Ecclesiastes 1
