That Scripture is referring to 70 A.D., and thereafter. The disobedient Jewish people were dispersed into all nations around the world for their transgressions. In the late 1800's until this very day, God has been supernaturally bringing the dispersed Jewish people back into their land so that the Scriptures may be fulfilled.

Luke 21
[20] And when ye shall see Jerusalem compassed with armies, then know that the desolation thereof is nigh.
[21] Then let them which are in Judaea flee to the mountains; and let them which are in the midst of it depart out; and let not them that are in the countries enter thereinto.
[22] For these be the days of vengeance, that all things which are written may be fulfilled.
[23] But woe unto them that are with child, and to them that give suck, in those days! for there shall be great distress in the land, and wrath upon this people.
[24] And they shall fall by the edge of the sword, and shall be led away captive into all nations: and Jerusalem shall be trodden down of the Gentiles, until the times of the Gentiles be fulfilled.

The times of the Gentiles were fulfilled in 1967 when the Jewish people, by the hand of God, defeated 6 arab nations and recaptured Jerusalem.

Christ's Olivet discourse includes the Matthew 24 and Mark 13 chapters also, not just Luke 21 by itself.

Men's doctrines take that one idea in Luke 21:24 about the Jews being led captive into all nations and then try to say all those things in Christ's Olivet discourse happened in 70 A.D. when the Romans destroyed Jerusalem and the temple. Such interpretation is madness in the light that Jesus was giving us the 7 main signs of the end of this world which directly parallel the Seals of Revelation 6 given to His Church.

A quick look back at Luke 21:20-22 reveals what timing Jesus was giving there:

Luke 21:20-22
20 And when ye shall see Jerusalem compassed with armies, then know that the desolation thereof is nigh.

21 Then let them which are in Judaea flee to the mountains; and let them which are in the midst of it depart out; and let not them that are in the countries enter thereinto.

22
For these be the days of vengeance, that all things which are written may be fulfilled.
KJV

The "days of vengeance" included with "that all things which are written may be fulfilled", is pointing to the END OF THIS WORLD, not to 70 A.D. The reason is because that... is about God's day of vengeance, not the Romans'. (Isaiah 61:2; Isaiah 34;

Those armies surrounding Jerusalem is for the last day... of this world. That is when God is going to pour out His cup of wrath on them...

Zeph 3:8-9
8 Therefore wait ye upon Me, saith the LORD, until the day that I rise up to the prey:
for My determination is to gather the nations, that I may assemble the kingdoms, to pour upon them Mine indignation, even all My fierce anger: for all the earth shall be devoured with the fire of My jealousy.
9 For then will I turn to the people a pure language, that they may all call upon the name of the LORD, to serve Him with one consent.
KJV

In Luke 4, Jesus read the Isaiah 61:1 verse and the first part of the 2nd verse, but not the latter part of verse 2 (in red). What He read He announced was fulfilled right then at His 1st coming. The latter part of the 2nd verse is for His 2nd coming...

Isa 61:2
2 To proclaim the acceptable year of the LORD,
and the day of vengeance of our God; to comfort all that mourn;
KJV

In the Matthew 24 and Mark 13 versions, Jesus tells those in Judea to flee when they see the "abomination of desolation" idol, and then He reveals events of "great tribulation", and then the day of His coming and gathering of the Church. The Luke 21 version instead gives info about "the day of vengeance" on the last day of this world when He comes to do battle, which is "the day of the Lord" event and 7th Vial. So you have to put all 3 Olivet discourse chapters together in understanding, including the events of the Seals in Revelation 6 which parallel those signs of the end.

That is why it is silly to argue against all that using men's doctrines like Preterism and Historicism, because it actually shows Biblical illiteracy to do that. (Preterists and Historists regularly argue that Christ's Olivet discourse was fulfilled in 70 A.D. when it was not.)
