ALL along is that God

DOES make exceptions.
He made an
exception when He created Mary
sinless Luke 1:28).
Luke 1:28 says nothing about God "CREATING" Mary sinless.
Gods "Creation", is bringing what DOES NOT EXIST into EXISTENCE.
MARY ALREADY "EXISTED".
The angel came to Mary, and TOLD her she was highly favored and blessed.
Luke 1:28

28] And the angel came in unto her, and said, Hail, thou that art highly favoured, the Lord is with thee: blessed art thou among women.

29] And when she saw him, she was troubled at his saying, and cast in her mind what manner of salutation this should be.
Mary was curious about the manner in which the angel greeted her.

30] And the angel said unto her, Fear not, Mary: for thou hast found favour with God.
The angel notified Mary to not be afraid, God found favor in her.
Why would Mary BE AFRAID, Because God found favor IN her?
She Wouldn't.
The anticipated "FEAR", was for what the angel was ABOUT to reveal to Mary.
Also, WHAT "FAVOR" did God "FIND" "IN Mary"?
The SAME FAVOR God "found" / "finds" in ANY person;
Prov 3:
3: a merciful person
3: a truthful person
5: a person who Trusts in the LORD
6: Acknowledging the LORD in all their ways
7: Departing from Evil
8: Honoring the LORD
11: Acceptance of the LORDS correction.
WHY would Mary BE AFRAID, for being NOTIFIED, God Noticed Mary was a merciful, truthful, trusting, acknowledging, honoring person TOWARD God?
She Wouldn't.
The anticipated "FEAR", was Mary being TOLD she WOULD BE PREGNANT in her womb...
WAIT a MINUTE...
Mary is acknowledged BY God...
...she is a Proverbs 3 person;
And Mary;
...IS engaged (betrothed) to a man;
...HAS never had intercourse with a man;
...IS going to be Pregnant, before marriage.
And a Baby;
...will be born less than 9 months from her marriage day.
...SHE WILL be a shame unto her husband and family.
THAT ^ was the angels anticipated FEAR Mary would have, upon hearing the news the angel was about to Tell Mary.
Finding FAVOR with God is NOT an Exception.
Particular People, Doing SPECIFIC THINGS "FOR THE LORD", IS the "EXCEPTION", being that "ONE" person is going to be DOING something "FOR" the Lord God, "THAT" every other person IS EXCEPTED, and will NOT DO, "FOR" the Lord God.
Mary is the ONLY person, WHOM the Lord was SENT TO "HER" WOMB.
THAT ^ did not "CREATE" Mary sinless.
THAT ^ did not "MAKE" Mary sinless.
Humans ARE "NOT" Created Sinless.
Humans ARE "procreated" with a "CORRUPT" SEED of mankind.
Corrupt Seeds DO NOT PRODUCE something SINLESS.
God FORGIVES SIN.
God COVERS SIN.
God REMEMBERS NO MORE the SIN He,
...forgives and covers.
God SEARCHES a persons Natural Heart, to SEE IF they ARE a Proverbs 3 person.
"IF" a person "IS" a Proverbs 3 person...
God BLESSES THEM...
With Forgiveness, Covering, Cleansing, Sanctification, Keeping, HIS SEED...
So they are WHOLLY prepared to be ...
Body, Soul, Spirit......RAISED IN GLORY.
FULLY (body, soul, spirit), UNCORRUPTED.
THAT ^ has NOT YET occured.
While SOULS of men ARE being SAVED...
And
SPIRITS of men ARE being QUICKENED...
And Saved SOULS and QUICKENED SPIRITS
Of men ARE; departing DEAD BODIES and going to BE WITH the Lord "IN HEAVEN"...
NO BODIES of men...
Have been RISEN UP IN GLORY, and gone to Heaven.......
"EXCEPT" the BODY that Came DOWN FROM HEAVEN.
THAT ^ "EXCEPTION" belongs "Exclusively" ...
TO JESUS.
John 3:

no man hath ascended up to heaven, but he that came down from heaven, even
the Son of man which is in heaven.
You have NOT shown in Scripture where by ANY "earthly human" has Come DOWN from Heaven, and or THEN "RETURNED" to Heaven.
Scripture reveals;
Mary was a devout BELIEVER in God.
Mary was favored.
Mary was chosen for a SPECIFIC "ONE TIME" service unto the Lord God.
The Lord IS "WITH" Mary.

The Lord God "SHALL" BE "UPON" Mary.
Luke 1:35
[35] ...shall come
upon thee...
The Lord Gods "SPIRIT" "SHALL" BE "IN" her.
John 14

17] ...the Spirit of truth...he dwelleth with you, and
shall be in you.
Gods Spirit, "IN" a person?
WHEN?
WHEN God FILLS a person with HIS SPIRIT.

Elizabeth, was FILLED with Gods Spirit,

Zachariah, was FILLED with Gods Spirit, AFTER Elizabeth delivered her child, and Zachariah officially named the baby; John.

No earthy human man is ever called "SINLESS".
Humans BECOME "MADE" "FREE FROM SIN",
WHEN they Become "INDWELT" with the HOLY SPIRIT.
Their SIN does not "Disappear".
Their SIN Becomes "Forgiven", "Covered", "Unseen", and no more 'remembered', by God...
THEY BECOME "subject to" the POWER WITHIN THEM. The POWER of the Holy Spirit, that KEEPS A MAN FOREVER, FREE FROM SIN, (ie ever AGAIN, in disbelief...ie AGAINST God).
You preach MARY was sinless.
Then you preach MEN receive the Holy Spirit, AND CONTINUE TO SIN.

Every person, "MADE" a NEW CREATURE, By the POWER of the INDWELLING HOLY SPIRiT,
IS "MADE" free from Ever
AGAIN SINNING AGAINST God.
^ That Applied to the Elizabeth, Zacharias, the Disciples, Mary, other women, Jesus' brethren, and ALL who received and ALL who continue to receive the Indwelling Spirit of God.
By your teaching, and your words; You appear to NOT comprehend the differences, between;
God with a man,
God upon a man,
God with-IN a man.
