what and who are the evil spirits that roam the earth?

Has this question been answered before? If so, sorry. The fallen angels are not demons; as the fallen angels that refused to be born of woman are held in chains in darkness.Okay, that said, who are the evil spirits, ghosts?Are they the spirits of the "less then dearly departed" from earth?I thought those evil spirits were on the wrong side of the gulf in Heaven.So, who are they that are allowed to roam freely and possess the unsaved?But to which the Christian has authority over?Thanks for your input.
