Well, yes; I think probably because it seems to offer ppl an opportunity to express strongly their adulthood; the parlor visit for so many seems to be coterminous with one's 18th birthday. But it also seems to denote — however subjectively — arrival at a certain sense of personal maturity also, not only as something for new adults, FYI:

This is also why the scope for faith based ink seems huge now; doing it because of one's adulthood; doing it because of a settled sense of having become mature.

The novelty has worn off in my book. And I've seen girls - beautiful girls tattoo themselves lavishly.

Yes, it can be over the top. The many Christian women that do it usually have it done more carefully and sparingly, so that it's not over the top. It used to be a male sailor and biker thing, but definitely not any more, (exclusively, at least). Lavishly - like you say - isn't obligatory; maybe less is more.

As of lately everyone is having a hard time.
@Waiting on him As the parlors have been opening up again (clearly keen on making up for lost business), I saw in the window of a local parlor a notice which said - optimistically - "You need a tattoo"....

On the one hand, they would say that, wouldn't they?

(On the other hand, it accurately expresses the law of supply and demand as regards tattoo services, doesn't it?)

Speaking of Sailors, Popeye the Sailor man didn't have too many tattoos.
