I see it as mere theater to be used in campaign ads. They're about to lose the Senate. They don't control the House. So how can they be serious about this? Do they honestly think they can get 2/3 of both houses of Congress and then in 3/4 of the states?
Democrats would not vote for it, not after how Mitch McConnell has behaved in confirming Justices and judges. McConnell sat on many of Obama's nominees -- leaving the courts understaffed and running big backlogs in disposing of cases. Then when Trump came in, there was a real packing of the federal courts. Trump bragged about it. Don't expect Democrats to forget how McConnell and Trump behaved. It's more la-la land from Ted Cruz and these other Senators; but it might help them get re-elected.
