If he actually said "atheists can go to heaven" then it is a fact and you can produce evidence.
If he "seems" to have said it then it is an opinion.

Which is it?
Responding to a list of questions published in the paper by Mr Scalfari, who is not a Roman Catholic, Francis wrote: “You ask me if the God of the Christians forgives those who don’t believe and who don’t seek the faith. I start by saying – and this is the fundamental thing – that God’s mercy has no limits if you go to him with a sincere and contrite heart. The issue for those who do not believe in God is to obey their conscience.

“Sin, even for those who have no faith, exists when people disobey their conscience.”

Seems pretty clear to me.

1. The title of the Encyclical is Ad Caeli Reginam not Ad Carlo Regina.

2. The encyclical was not written to all bishops "of" the "Roman" Catholic Church. It was written to:
THE VENERABLE BRETHREN, THE PATRIARCHS, PRIMATES,
ARCHBISHOPS, BISHIOPS, AND OTHER LOCAL ORDINARIES
IN PEACE AND COMMUNION WITH THE HOLY SEE
In other words to all bishops and above of all rites of the Catholic Church


So NOT written to the Catholic congregation...
The bulk make-up of the Catholic Church...

3. Your statement The ruling Authority (the Pope) Over ROMAN Catholic Bishops, sent letters Authorizing ROMAN Catholic Bishops.... is false. The Pope is over all the bishops of the Catholic Church not just those of the Roman Rite.

The Ruling authority was clearly stated.
There was no language "excluding" any men under his council.

Note: the Orthodox recognise Mary as Queen of Heaven, though they do not seem to have a special day to celebrate that.

Maybe They failed to read the Popes letter.
It clearly states...

..."We decree and establish the feast of Mary's Queenship, which is to be celebrated every year in the whole world on the 31st of May.

And noted...Changed in 1969 To: Aug. 22nd.

Oh but who can keep up with Catholic changes...

It's ok very clear to me what he means. I suspect you just don't want to accept the logical meaning. Or maybe you think atheists get to heaven by following their concious instead of accepting Christ?
