... Better or worse than they were in the 1700s? Are they more ethically minded than they were then, or less so? If more, them should they not govern themselves without overriding federal power? If less, them should they have more centralised federal government to rule them?

In the 1700s most citizens believed the Bible and made at least some attempt to live by it. That isn't the case today. Having a centralized government would not help this situation. The government would be run by people who reject God's standards and would probably do more harm than good. There will never be a centralized government that will do good for everyone until Jesus Christ returns and begins his rule on earth.
