That's a common practice used in communist countries. It's not the votes that count but the people who count the votes.

And since there are no names on the ballots, they have no traceability once in the boxes. Many tens of thousands of such ballots in the system and no way to prove any are not real or fraud. So all are considered legitimate ballots.

Elections are won and lost on less than a hundred votes difference.
