I think most of us are familiar with Apostle Paul's quote in 1 Corinthians 15 about death being swallowed up in victory...

1 Cor 15:53-54
53 For this corruptible must put on incorruption, and this mortal must put on immortality.

54 So when this corruptible shall have put on incorruption, and this mortal shall have put on immortality, then shall be brought to pass the saying that is written, "Death is swallowed up in victory."
KJV

Paul did show there that 2 changes must occur, before death is swallowed up in victory.

1. "this corruptible" must put on "incorruption" = change of our flesh body to the "spiritual body" he taught in that same chapter.

2. "this mortal" must put on "immortality" = the change of our soul condition from one that is liable to die to a condition that is immortal. This is the state ONLY for those in Christ Jesus at His coming.

But 'death' is not destroyed until after Christ's future 1,000 years reign per Revelation 20:14.

In John 5:28-29, we are shown both the "resurrection of life" AND the "resurrection of damnation" happen at the same time of Christ's 2nd coming.

So what is to happen with those of that "resurrection of damnation", since it shows they are resurrected too? What kind of state will they be in, as they no longer will be in flesh bodies either?

God revealed some of this through His prophet Isaiah, which is where Apostle Paul quoted the "Death is swallowed up in victory" from:

Isa 25:5-9
5 Thou shalt bring down the noise of strangers, as the heat in a dry place; even the heat with the shadow of a cloud: the branch of the terrible ones shall be brought low.

That event is about God's consuming fire on the last day of this world, on the "day of the Lord" (2 Peter 3:10).

6 And in this mountain shall the LORD of hosts make unto all people a feast of fat things, a feast of wines on the lees, of fat things full of marrow, of wines on the lees well refined.

That is Christ's Millennium timing when He with His elect will reign on earth from Jerusalem. All nations will be required to come up from year to year to worship The King and keep the feast of tabernacles (Zechariah 14).

7 And He will destroy in this mountain the face of the covering cast over all people, and the vail that is spread over all nations.

8 He will swallow up death in victory; and the Lord GOD will wipe away tears from off all faces; and the rebuke of His people shall He take away from off all the earth: for the LORD hath spoken it.

This is where Apostle Paul was quoting from in 1 Corinthians 15:54. Being changed to the spiritual body will be for all peoples. But not all souls will have put on immortality, because there will still exist souls in Christ's future 1,000 years reign that will not accept Him, and will thus be subject to the "second death" of Rev.20:14, which is the casting into the future "lake of fire".

9 And it shall be said in that day, 'Lo, this is our God; we have waited for Him, and He will save us: this is the LORD; we have waited for Him, we will be glad and rejoice in His salvation.
KJV

That "face of the covering cast over all people, and the vail that is spread over all nations" represents the veil of this present flesh world age. At Christ's 2nd coming that veil will be removed for all, including for the wicked.

Thus don't be confused about the idea of the resurrection, because all souls in that time will be in the "spiritual body" of incorruption, including the wicked dead that are raised. The wicked still alive will be changed also to the body of incorruption. BUT... the wicked will not put on immortality through Christ Jesus. The world to come at Christ's 2nd coming is not going to be like this present world. No one will still be in a flesh type body then. In that sense, death will indeed be swallowed up in victory, but for the wicked the "second death" is still upon those.
