Does God cause suffering?

The Almighty God allowed Eve to be tempted by the serpent. As a result, Adam and Eve fell. This World Is a Testing Ground for Everyone. In the ultimate, first-cause sense, God caused suffering. True.

Many years later, God sent a flood to kill everyone on earth except Noah's family, causing many deaths and suffering. In this case, even in a direct sense of the word "cause", God directly caused suffering. True.

But are all suffering directly caused by God?

Not necessarily, James 1:

13Let no one say when he is tempted, “I am being tempted by God,” for God cannot be tempted with evil, and he himself tempts no one. 14But each person is tempted when he is lured and enticed by his own desire. 15Then desire when it has conceived gives birth to sin, and sin when it is fully grown brings forth death
and suffering.

In some cases, God directly causes suffering. In some other cases, God indirectly causes suffering. In all cases, suffering happens because of sins.

God allowed Satan into the garden, knowing what would happen.
