Do you know of any examples of when the exception becomes the rule?

God says work six days, and rest on the Sabbath. The term essentially means "rest". rest from servile work. Even a servant deserves to rest.

Jesus heals people on the Sabbath, but this is an exception to the rule. The Mosaic law provides others as well, but the Mosaic law doesn't provide these exceptions as a means to nullify or change the Mosaic law.

Marriage is an institution for life, but the exception to the rule is when someone has a hard heart. Hard hearted people shouldn't marry in the first place, but if they do, the are allowed to divorce. This is not a means for them to remarry because they're still hard hearted people. Divorce is not a means to become a loving, caring kind hearted person, and thus a means of remarriage.

Those who do remarry are adulterers, but this is beside the point because the exception has become the rule.

Someone decides that they would rather not eat meat. They want to become a vegetarian. There is no prohibition in the Mosaic law against vegetarianism, but since they can choose to eat what isn't prohibited as well as choose not to eat what is acceptable, according to their own conscience(which is the exception), this has become the rule, and we can now eat whatever we please because whatever we eat is now according to our conscience rather than the law. This has spread beyond simply what we eat, but all aspects of modern life.
If we apply this principle to other areas of our lives, what do we get?

No one should take someone else's life through an abortion, but there are exceptions to the rule. For example, when the life of the mother is in danger, and both mother and child will be lost, it is better to save one than lose both. This is the exception to the rule. This makes abortion acceptable, and allows it to become the rule.

Two people are holding onto the remains of a boat that is rapidly sinking, and the coast guard has provided a basked dropped from their helicopter for one of them to get into. Whoever doesn't get into it will drown. The helicopter pilot must decide who he will drop the basket to. If we follow this principle, we can justify saving neither of them because the rule is to let people drown now.

There was a time when people would stop to talk to the stranger, or the person who had just recently become homeless. They would take them in, help them get back on their feet again, but as more and more homeless people began to appear, it became necessary to choose while ignoring the other. The exception has become the rule.
