The promise (sacred oath or sacrament) of the Father acts 2:38-39 with reference to ez 36:25-27

Acts 2:38 Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.

39 For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call.

Ez 36:25 Then will I sprinkle clean water upon you, and ye shall be clean: from all your filthiness, and from all your idols, will I cleanse you.

26 A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh.

27 And I will put my spirit within you, and cause you to walk in my statutes, and ye shall keep my judgments, and do them.

Jn 3:5 born again by water and the spirit.

Water to represent the doctrines of God that fall like rain to represnt the true inspiration .Not eartly as the law of the fathers. I heard it through the grape vine .

Baptism has its foundation in the Old Testament under the old system Levites .It is not a New Testament ceremonial law (shadow) but is founded again in the old.

Whenever had a person from that tribe had a desire to serve God. Water was used to symbolize the unseen work of God as a ceremonial law or shadow of the new order of priest men and woman from all nations as the temples of God not made with corrupted human hands .

When Aarons two sons had a desire they tried to make into what you call sacrament in a false hope that men might be venerated them by adding what is called strange fire turning it into a tool for self-edification . Fire consumed them and left the ceremonial clothes without a scent of smoke. Christian walk by faith the eternal not worshiping shadows of the eternal.

physical circumcision is a picture of the true circumcision God performs on the heart. The temple had to be made exactly as God specified because it was a picture of heavenly things, in heaven. Water baptism speaks of and pictures the true baptism, in Spirit. It’s all so amazing!

The whole period of time when there was Kings in Israel (the abomination of desolation) was used as a parable or figure for that time period. When the time of reformation came those shadows that signified the unseen disappeared and a new ceremonial law as given used to represent all the nations of the world. 1 Corinthian 11. Men and woman as a kingdom of priest from all nation .The promise of Joel

Worshipping shadows is what the faithless Jews and gentiles sought after.

Hebrews 9:8-10 The Holy Ghost this signifying, that the way into the holiest of all was not yet made manifest, while as the first tabernacle was yet standing: Which was a figure for the time then present, in which were offered both gifts and sacrifices, that could not make him that did the service perfect, as pertaining to the conscience; Which stood only in meats and drinks, and divers washings, and carnal ordinances, imposed on them until the time of reformation.

mk 16:16 both are absolutely required for salvation

John 2:6 And there were set there six waterpots of stone, after the manner of the purifying of the Jews, containing two or three firkins apiece. (Old covenant prefiguring of baptism, purification from sin)(His disciples believed because the ever Virgin mother of God interceded Jn 2:11)

It is Reasonable that if they reject faith why bother mentioning the second requirement?

Those who are being saved?

Absolute requirement of both faith and baptism!

And it is baptism that is the Christian initiation into the new covenant of grace, baptism is the outward sign of the new covenant!

Those not being saved?
Nothing is required, if you reject the first requirements of those being saved why bother to mention the second?

Faith and baptism are required for salvation! See acts 8

The word sacrament does not exist in the bible it is part of the "Sacred Tradition" (aka stuff men made up) the the RCC added to their catechism. There is no power to save in actions. Only in Faith.

Why do Catholics have trouble approaching God directly? Asking priests for forgiveness, praying to saints for help, looking for sacraments to make them righteous, looking to scholars to tell them what they should believe.
None of that is in God's word, none of it is what God wants. We are told to pray to OUR Father* (not his mother) We are told that the Holy Spirit will lead us into all truths**. We are told that we are saved by grace through faith and not of works***. Yes we can confess our sins to each other, but only the blood of Jesus washes us free from sin.

*Matthew 6:9 In this manner, therefore, pray:
Our Father in heaven,
Hallowed be Your name.

**John 14: 26 But the Helper, the Holy Spirit, whom the Father will send in My name, He will teach you all things, and bring to your remembrance all things that I said to you
