Reading the bolded passages gives a great insight into God's feeling of love for anyone who is experiencing separation from Him (because they have chosen to go away from Him and sin rather than walk in His ways) and what they can expect when they turn away from their sins back to Him and His ways.
This truth is just as John's well-worn purport...
and Paul says...

Now all the tax collectors and [a]sinners were coming near Jesus to listen to Him. 2And both the Pharisees and the scribes began to complain, saying, “This man receives sinners and eats with them.”
3And so He told them this parable, saying, 4“What man among you, if he has a hundred sheep and has lost one of them, does not leave the other ninety-nine in the [c]open pasture and go after the one that is lost, until he finds it? 5And when he has found it, he puts it on his shoulders, rejoicing. 6And when he comes home, he calls together his friends and his neighbors, saying to them, ‘Rejoice with me, because I have found my sheep that was lost!’ 7I tell you that in the same way, there will be more joy in heaven over one sinner who repents than over ninety-nine righteous people who have no need of repentance.

For so many years I have been serving you and I have never [q]neglected a command of yours; and yet you never gave me a young goat, so that I might celebrate with my friends; 30but when this son of yours came, who has devoured your [r]wealth with prostitutes, you slaughtered the fattened calf for him.’ 31And he said to him, ‘Son, you have always been with me, and all that is mine is yours. 32But we had to celebrate and rejoice, because this brother of yours was dead and has begun to live, and was lost and has been found.’”
