Here in Romans meaning it is being spoken to the Church supposedly in Christ.
God clearly warns that the soul of the sinner it shall be judged accordingly to it's deeds.
We would like to believe that when we come to Christ that all punishment for our sins is banished, yet the Bible tells us NOT SO, we are under the covenant of reaping what so ever we sow. We are told that we must carry our own cross, meaning that we have much hardship to come as we cross over from death to unto life as we try to get this old flesh man off our backs that keeps us living contrary to God's Spirit, just as Jesus overcame and sat down on the right hand of God, so must we bring our flesh into submission to Christ, being the living Word of God.
If our life is in constant misery always full of lack and strife, know that it is because we are walking contrary to God's Word/Will instead of inline with Christ and there is something that we are doing that is causing the curses to come instead of the Peace in God's rest with it's blessings that you should be experiencing once you line your body up in ONEness with Christ or Word of God by His Spirit.
Our time of tempting begins immediately after our confession to follow Christ and the sooner we learn to use that sWord of the Spirit which is the Word of God in our mouth to dash to pieces the temptations of the enemy when he whisper's a fiery dart into our ears to commit harm or loss to self or others or disrespect unto God, the sooner we find peace in our promised land in the heavenly kingdom of God.
We need to learn to do as Jesus did when the Spirit led him into his wilderness, and whip out that Word of God that casts down those vain imaginations of the devils tempting to exalt it over God's Word, so that God can bless you and no curse will come upon you for failing the test!

7 To them who by patient continuance in well doing seek for glory and honour and immortality, eternal life:
8 But unto them that are contentious, and do not obey the truth, but obey unrighteousness, indignation and wrath,
9 Tribulation and anguish, upon every soul of man that doeth evil, of the Jew first, and also of the Gentile;
10 But glory, honour, and peace, to every man that worketh good, to the Jew first, and also to the Gentile:
11 For there is no respect of persons with God.
