You can be 100% sure that water is in heaven.
At the creation God created a firmament and he divided the waters, some is in heaven and some on earth.
And if you believe what Revelation says, there are rivers and trees too.
IMO, heaven is similar to earth except it's perfected.

Revelation 22
1 And he showed me a [a]pure river of water of life, clear as crystal, proceeding from the throne of God and of the Lamb. 2 In the middle of its street, and on either side of the river, was the tree of life, which bore twelve fruits, each tree yielding its fruit every month. The leaves of the tree were for the healing of the nations. 3 And there shall be no more curse, but the throne of God and of the Lamb shall be in it, and His servants shall serve Him. 4 They shall see His face, and His name shall be on their foreheads. 5 There shall be no night there: They need no lamp nor light of the sun, for the Lord God gives them light. And they shall reign forever and ever.

God will merge Heaven and earth together when He creates again all things new. v1, the sea mentioned is national politics, all that is gone, not that the place is a dry desert.

Also there was no more sea. 2 Then I, [a]John, saw the holy city, New Jerusalem, coming down out of heaven from God, prepared as a bride adorned for her husband. 3 And I heard a loud voice from heaven saying, “Behold, the tabernacle of God is with men, and He will dwell with them, and they shall be His people. God Himself will be with them and be their God. 4 And God will wipe away every tear from their eyes; there shall be no more death, nor sorrow, nor crying. There shall be no more pain, for the former things have passed away.”
5 Then He who sat on the throne said, “Behold, I make all things new.” And He said [b]to me, “Write, for these words are true and faithful.”

Read Rev 21 et al again and more carefully. It's describing new Jerusalem not heaven which "is descending out of heaven from God:.
Rev 21
10And he carried me away in the spirit to a great and high mountain, and shewed me that great city, the holy Jerusalem, descending out of heaven from God,
yes, that city comes down to the new earth as in they are merged, and God now lives with man, and where God is, is heavenly.
Then there is this in Hebrews 12 also describing the heavenly Jerusalem right now today.
When men die, they go to heaven to live with God and the angels, if they are His people.
22 But you have come to Mount Zion and to the city of the living God, the heavenly Jerusalem, to an innumerable company of angels, 23 to the [j]general assembly and church of the firstborn who are registered in heaven, to God the Judge of all, to the spirits of just men made perfect, 24 to Jesus the Mediator of the new covenant, and to the blood of sprinkling that speaks better things than that of Abel.
Matthew 26:28-30, Jesus tells us He will drink wine with us in the Father's kingdom, which must have occurred for them when they died and went to be with the Lord God.
28 For this is My blood of the new covenant, which is shed for many for the remission of sins.
29 But I say to you, I will not drink of this fruit of the vine from now on until that day when I drink it new with you in My Father’s kingdom.”
30 And when they had sung a hymn, they went out to the Mount of Olives.
Matthew 8:11 And I say to you that many will come from east and west, and sit down with Abraham, Isaac, and Jacob in the kingdom of heaven.
Heaven is not a sterile wasteland; it is a paradise.
