To Love, we must love God. God is the Spirit of love. Therefore, to love others, we must first accept God’s spirit; and to accept his spirit, we must love Him. Love has no place for hate, because pure love hates no one. We can, therefore, never love God, if we hate even one person. To love God, is to express the love, Jesus expressed for us on the cross. Our love, therefore, must be pure, unconditional, total, selfless and sacrificial. Furthermore, we should avoid sin, out of pure love for God and our fellow human beings, and not out of fear of punishment.

Every one has the capability of loving because we are all made in God's image. In that sense, yes love is a gift from God, but that doesn't mean, non-believers can't love. Also, none of us love as completely as God does. We have all probably known people of other beliefs that were very kind and loving, maybe more so than a lot of believers. Certainly, Christians should be the most loving people, but that's not always the reality.

A little over-dramatic arunangelo. You are speaking way too ideally, but also, too one dimensional. It is not, total love, or no love. There are clearly degrees and evolution in love. I love more now than I did as a child, due to a greater empathy for others, appreciating more of my own incompetencies, recognizing the depravity and destruction (to both parties) in hatred, and of course, through appreciating God's character.
As we mature, love grows, for love is for the courageous and wise. But, for some, it also diminishes, due to either the coldness of others, or egoism and selfishness. Either way, love is as dynamic as any other human characteristic.
And as both @Willie T and @Renniks conveyed, even the atheists are capable of certain degrees of love, just as any family member, from any religion or not, loves one another.
Love need not be perfect, in order to be valid and have some efficacy.
