A few countries were impacted by what is called a "Medicane" which is a colder water and reduces size Hurricane. Libya took a direct hit apparently and many souls lost.

This is a terrible tragedy. I think they said humanitarian aid is starting to show up, but not nearly in an adequate way yet.
