We also read in John chapter 3...

[8] The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit.
Jesus was talking about Born Again (born from above). He made a parallel between the natural and spiritual. Nicodemus thought natural, as he did not yet understand Jesus alluded to something that would come, the New Testament plan of salvation.
Since Jesus was using the analogy of birth, he further included the sound thereof which is for everyone that is born of the spirit.
The parallel is a baby is born here in the natural and cries, thereby we know LIFE has just BIRTHED forth. The same as we are born of the spirit we cry Abba father and magnify God speaking in tongues as the spirit gives the utterance.
This is the sound Jesus spoke of. In the spiritual realm there is a mighty rushing wind, in the natural we hear speaking in other tongues (and remember, this is for EVERYONE)...

This was the fulfillment which Jesus had alluded to. This is the salvation which is forever settled in heaven. We are still the N.T. church, and this is how we are saved. Man has changed but God's plan has never changed.
Anyone with faith in Christ can have the New Birth and they too will enter into the kingdom speaking in tongues, magnifying God because we have the promise...
Acts 2:39 For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call.
God has not stopped calling.
