Romans 9:11 (For the children being not yet born, neither having done any good or evil, that the purpose of God according to election might stand, not of works, but of him that calleth;)

First, election is not God being fickle in picking and chosing who will be saved and depriving people of choice. It is not all predetermined fate.

Election is God's determination and selection in accomplishing His purpose; as can be seen from verse 11 above.

God's election is not based on anything done, nor by works.

9:31 But Israel, which followed after the law of righteousness, hath not attained to the law of righteousness.

9:32 Wherefore? Because they sought it not by faith, but as it were by the works of the law. For they stumbled at that stumblingstone;

Israel thought it could obtain justification to eternal life by the law. Israel was blinded to the righteousness of faith. They stumbled at the faith of Christ.

10:19 But I say, Did not Israel know? First Moses saith, I will provoke you to jealousy by them that are no people, and by a foolish nation I will anger you.

Israel should have known by the law and the prophets of the righteousness of faith in Christ.

God provoked them to jealousy by them that are no people ( the Gentile believers ) and by a foolish nation ( the believing remnant of Israel ).

11:5 Even so then at this present time also there is a remnant according to the election of grace.

This is the believing remnant of Israel. It is by God chosing to save them thru faith. It is all, and always has been, by His Grace.

11:6 And if by grace, then is it no more of works: otherwise grace is no more grace. But if it be of works, then it is no more grace: otherwise work is no more work.

Israel had to place faith in Jesus as their Messiah, as the Son of God; then confess Him; be baptized; and produce the fruit of good works and righteousness of obedience to the law, in order to enter into the promised earthly kingdom.

Now both Jew and Gentile are saved by Grace. By believing that Christ died for our sins as our substitute, that he was buried, that he rose again for our justification.

Now Jew and Gentile, who believe, are not under the law and are promised a heavenly kingdom.

For Israel, and us, salvation is not by works, but by Grace.

Addressing the OP only, true, election is whosoever believes,
John 3:16 For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.
John 3:17 For God sent not his Son into the world to condemn the world; but that the world through him might be saved.

and to answer that, God is calling everyone who will "HEAR", scripture,
Rom 10:12 For there is no difference between the Jew and the Greek: for the same Lord over all is rich unto all that call upon him.
Rom 10:13 For whosoever shall call upon the name of the Lord shall be saved. (John 3:16)
Rom 10:14 How then shall they call on him in whom they have not believed? and how shall they believe in him of whom they have not heard? and how shall they hear without a preacher?
Rom 10:15 And how shall they preach, except they be sent? as it is written, How beautiful are the feet of them that preach the gospel of peace, and bring glad tidings of good things!
Rom 10:16 But they have not all obeyed the gospel. For Esaias saith, Lord, who hath believed our report?
Rom 10:17 So then faith cometh by hearing, and hearing by the word of God.

that's why the Gospel is so important, God is calling every day. it's up to us to hear.

We are told in 1 Tim. 2:3-4 that God wills the salvation of ALL people and that ALL come to a knowledge of the truth. The false doctrine of Unconditional Election was invented by John Calvin in the 16th century.

EVERYBODY was redeemed (paid for) at Calvary - and our salvation depends on our response to that grace and our cooperation with it.

Election is God's determination and selection in accomplishing His purpose; as can be seen from verse 11 above.
This is the correct understanding of election, which cannot be applied to salvation, since God invites anyone and everyone -- *whosoever* -- to be saved.

And the Spirit and the bride say, Come. And let him that heareth say, Come. And let him that is athirst come. And whosoever will, let him take the water of life freely. (Rev 22:17)

It would be more accurate to say that all the sins of humanity were atoned for or paid for at Calvary. But only those who obey the Gospel are redeemed or saved by the grace of God.

And he said unto them, Go ye into all the world, and preach the gospel to every creature. He that believeth and is baptized shall be saved; but he that believeth not shall be damned. (Mk 16:15,16)

Redemption is NOT salvation.
It simply means that you have been paid for.

The false Calvinist doctrine only SOME people were chosen by God for salvation and the rest were chosen by Him to be tossed into Hell is UNBIBLICAL.

Redemption is NOT salvation.
This is totally incorrect. Redemption is salvation.

Forasmuch as ye know that ye were not redeemed* with corruptible things,as silver and gold, from your vain conversation received by tradition from your fathers; But with the precious blood of Christ, as of a lamb without blemish and without spot (1 Pet 1:18,29)

*Strong's Concordance
lutroó: to release by paying a ransom, to redeem
Original Word: λυτρόω
Part of Speech: Verb
Transliteration: lutroó
Phonetic Spelling: (loo-tro'-o)
Definition: to release by paying a ransom, to redeem
Usage: I release on receipt of ransom; mid: I redeem, release by paying ransom, liberate.

No one is redeemed until and unless they have obeyed the Gospel. And those are the saints who are being addressed by Peter -- the elect according to the foreknowledge of God the Father (not according to the false doctrine of Calvinism).

1 PETER 1
1 Peter, an apostle of Jesus Christ, to the strangers scattered throughout Pontus, Galatia, Cappadocia, Asia, and Bithynia,
2 Elect according to the foreknowledge of God the Father, through sanctification of the Spirit, unto obedience and sprinkling of the blood of Jesus Christ: Grace unto you, and peace, be multiplied.

In Isaiah 44, God is lamenting an unfaithful Israel and beckons their return to Him.
Isaiah 44:22 states emphatically:

I have swept away your offenses like a cloud, your sins like the morning mist.
RETURN to me,
for I have REDEEMED you.”

This is NOT talking about a “Faithful” or “Saved” people but a people whose sins have been REDEEMED.
They AREN’T “Saved” because they haven’t RETURNED to Him.
“Redeem” doesn’t ALWAYS mean “Saved” in Scripture.

To “Release by paying ransom” or to “liberate” is precisely what Christ did on Calvary. He didn’t SAVE you on Calvary. That takes YOUR cooperation. He made salvation POSSIBLE. He REDEEMED you from your sins.

As for your use of 1 Peter 1 - Peter ALSO described God as being OUTSIDE of time. He is not bound by time constraints as we are:

2 Pet. 3:8
But do not ignore this one fact, beloved, that with the Lord one day is like a thousand years and a thousand years like one day.

God sees ALL of human history like a finished painting – from beginning to end. This is why we read in Rev. 13:8 that the Lamb was slain BEFORE the foundations of the world.

God is NOT a rapist who forces His love on people and drags them kicking and screaming into Heaven against their will. NEITHER is He a monster who throws people kicking and screaming into HELL against their will. He gives us a FREE WILL to choose to accept or reject Him.

If the false, Calvinist perversion of Unconditional Election were true – then there would be NO NEED for evangelization because everybody would ALREADY have their fate determined FOR them.
