Revelation 11:6 These have power to shut heaven, that it rain not in the days of their prophecy: and have power over waters to turn them to blood, and to smite the earth with all plagues, as often as they will.
Satan's end times flood of water (lies and deception) is the "rain" the witnesses have power to stop. They, because they teach His truth, have power over the flood waters of lies! As Christ turned water into wine, which represents His blood, His Word turns the flood waters of end time to blood....wine, His truth, wisdom, knowledge....salvation which can wash over those that have been misled.
