Most theologians agree this kingdom was speaking of the Roman Empire. Israel was under the control of this Empire in the day Jesus walked the earth.

God’s kingdom shall stand for ever.
Jesus did set up his kingdom while under the control of Rome. That happened on the day of pentecost when Peter used the keys to the kingdom for the first time and told the Jews what they must do to be saved.
