What the second woe to the inhabiters of the earth is described in Revelation 9:12-19.
So during the 7 years that precede Jesus's second coming, when will the second woe take place ?

It will be near the end of the 7 years, when the Euphrates river is dried up when the 6th vial of God's wrath is poured out in Revelation 16:
Revelation 16:12 And the sixth angel poured out his vial upon the great river Euphrates; and the water thereof was dried up, that the way of the kings of the east might be prepared.
The drying up of the Euphrates will do two things:
1. the freeing up of the four angels bound in the Euphrates, that will take part in the second woe. Revelation 9:14-13.
2. allow the armies of the kings of the east to march toward Israel, unhindered. On their way, their armies numbering 200,00,000 will kill a third of mankind.
Where will that third of mankind be ? Well let's look at the populations of the nations of the world, in descending order....
So India and Pakistan would be in the path of the kings of the east marching toward Israel - to attack the beast. Their march is also found in Daniel 11:40-45. It will be in India and Pakistan that a third of mankind will be killed, by the armies of the kings of the east marching toward Israel.
Suddenly, the sign of the Son of Man in heaven takes place.
The fighting against the beast stops, in light of the bigger threat to the evil kings of the earth.
In Revelation 16:13-15, the kings of the earth then unite, inspired by the beast, the false prophet, and Satan, Revelation 16:13-14, unite to make war on Jesus. The beast will then make his final stand on the temple mount, Daniel 11:45.
