Moses addressed the Israelites.

On the negative side, Exodus 21:

17 Whoever curses his father or his mother shall be put to death.
Do we follow the last command today?

No, Moses gave the law to the Israelites when a parent wanted to press charges against their children.

Each gentile nation had its civil code. In Canada, there is no such law.

Tony the present English translations do not do justice to Genesis 20:12. This is how I understand this verse should read: -

(5) 12 "Honour your father and your mother, that your days may be long within the fertile field which the Lord your God is giving you.

Also, you have quoted Exodus 21:17 which is also wrongly translated. This is how I understand Genesis 21:15, 17 should be understood in our English translations: -

15 "And he who strikes his father, or his mother shall die the second death.

17 "And he who curses his father, or his mother shall die the second death.

This gives a very different context to what was originally written in the Book of Exodus.

Today if we strike or curse our father and mother, we will die the Second Death at the time of the final judgement if we do not repent of our sin(s) with respect to our father and mother.

Today we do not recognise that the Second Death is a reality for those who "sin" in many ways and found, at the time of the Final judgement, to be not righteous.

We cannot confuse the statutes of a nation's law with the principles involved. The decrees of the Law of Moses and related sentences are no longer in force. That is easily understandable when you take into account that this law was given to a nation or people who then occupied an entire country. That was, so to speak, the legal norms or laws of that country.

When carnal Israel ceased to be God's nation and Christianity was founded, the law of Moses was no longer statutory for Christians, especially when Gentiles began to convert. However, the divine principles involved in the law reflect God's way of thinking about human conduct and behavior.

Respect for parents is a principle that has never lost validity. Jesus told the Pharisees that they were hypocrites for saying that if they dedicated their possessions to God they no longer had responsibilities to their parents (Matt. 15:3-6). Later Paul reminds that children must obey their parents and honor them (Eph. 6:1-3).

In human history, respect for elders is a perennial principle. In his letter to Timothy, Paul says that disobedience to parents was going to be common in the last days (2 Tim. 3:2).

Every person who wishes to serve God has to learn from the Law that he gave to Moses what the principles involved are... to apply them in their life. Although we do not avoid them because they are part of a Law, we avoid them because they are things that displease God. That is the difference between legal statute and principle.

Christian servants of God are principled people. In the world, principles are being lost, because they do not have the fear of God.

The way to place a high value on what our creators created is by honoring them while the way to place no value on what they created is by not honoring them, so the 4th Commandment is essentially the command to love ourselves. Someone who curses their creators is essentially expressing the sentiment that they wish that they had never been born, so having the death penalty for doing that is essentially doing our best to try to comply with that sentiment, though there is no record of that ever being enforced. God has given a code for how to follow him that is available for anyone who wants to follow him.
