The answer is to keep the Sheep in line, on the safe straight and narrow path. When we live our life with the Word to guide us, it leads to order and life gets easier and more enjoyable for God is able to bless with His peace that comes from obedience to the Son.
When we follow a Hired shepherd that allows the sheep to scatter, the sheep end up on a wide road with paths that leed to darkness where the wolves are waiting to tear them up by intruducing temptations that are contrary to God's Word which is a place of safety, the Rock that is firm and solid and never let's you down.
Many say they Love God, but do not want His Rod/Law involved in the mix. But how can you claim to love the Lord and reject the Word when the Word IS GOD and is the only way you will ever find the keys to the kingdom to receive your promised land and receive the Blessing of Abraham? The Word/Rod is what raises us up in standards so that God can use us, know us and bless us. For without receiving the Word in your heart you will not be spiritually mature. Pray for God's wisdom and righteousness to manifest in your heart, for it is the will of God for your life to live long and healthy and prosperous and protected by God.

Ps 23
The LORD is my shepherd; I shall not want.
2 He maketh me to lie down in green pastures: he leadeth me beside the still waters.
3 He restoreth my soul: he leadeth me in the paths of righteousness for his name's sake.
4 Yea, though I walk through the valley of the shadow of death, I will fear no evil: for thou art with me; thy rod and thy staff they comfort me.
5 Thou preparest a table before me in the presence of mine enemies: thou anointest my head with oil; my cup runneth over.
6 Surely goodness and mercy shall follow me all the days of my life: and I will dwell in the house of the LORD for ever.

Heb 12:5 And ye have forgotten the exhortation which speaketh unto you as unto children, My son, despise not thou the chastening of the Lord, nor faint when thou art rebuked of him:
Heb 12:6 For whom the Lord loveth he chasteneth, and scourgeth every son whom he receiveth.

Heb 12:7 If ye endure chastening, God dealeth with you as with sons; for what son is he whom the father chasteneth not?
Heb 12:8 But if ye be without chastisement, whereof all are partakers, then are ye bastards, and not sons.

Pro_27:6 Faithful are the wounds of a friend; but the kisses of an enemy are deceitful.

Exactly! The Love of God is HIS WORD.

Prov 3:5-18
5 Trust in the LORD with all thine heart; and lean not unto thine own understanding.
6 In all thy ways acknowledge him, and he shall direct thy paths.
7 Be not wise in thine own eyes: fear the LORD, and depart from evil.
8 It shall be health to thy navel, and marrow to thy bones.
9 Honour the LORD with thy substance, and with the firstfruits of all thine increase:
10 So shall thy barns be filled with plenty, and thy presses shall burst out with new wine.
11 My son, despise not the chastening of the LORD; neither be weary of his correction:
12 For whom the LORD loveth he correcteth; even as a father the son in whom he delighteth.
13 Happy is the man that findeth wisdom, and the man that getteth understanding.
14 For the merchandise of it is better than the merchandise of silver, and the gain thereof than fine gold.
15 She is more precious than rubies: and all the things thou canst desire are not to be compared unto her.
16 Length of days is in her right hand; and in her left hand riches and honour.
17 Her ways are ways of pleasantness, and all her paths are peace.
18 She is a tree of life to them that lay hold upon her: and happy is every one that retaineth her.
KJV
Prov 4:20-22
20 My son, attend to my words; incline thine ear unto my sayings.
21 Let them not depart from thine eyes; keep them in the midst of thine heart.
22 For they are life unto those that find them, and health to all their flesh.
KJV

The rod is also symbolic of correction. When sheep constantly wondered off. It is said that the shepherd would break their leg and then carry them until that leg was healed. The wondering one did not stray after that but kept close to the shepherd and the fold

Absolutely, that is what the Rod is. There is the spiritual Rod and the carnal rod. First we receive the Word of God for our correction. But if we don't heed the Word/Rod, then the physical Rod/Chastisment comes to hope fully turn us from the harm that is up ahead from the thing we are being corrected and guided back in line for.
The good example of this is the Rod in Moses' hand that God used to show us for our learning and Pharoah who was an example of this is action for us and the world to know that HE is God over all. We see in the story that God gave Moses His Word for Pharoah and taught Moses that when we throw down the Rod/Word of correction then the next thing we will see is the devil entering to reak havoc on our lives. But if we obey God and pick the Rod/Word back up no harm comes and we have defeated his works... Yet if we do not, eventually disease(dis-ease) sets in and we die due to rejection of Christ. But as we see from Mose's obeying the Voice of God, that God is also able to heal us.
First comes the spiritual correction being Christ the living Word, but if we become anti-Word we shall SEE/believe the physical punishment due to sinful behavior of disobedience. God made an example of this in action by raising Pharoah up, just to show us how it works. All of the destruction & diseases that we see going on in the world right now is due to disobedience to the Voice of God, man is sinking deeper and deeper into sin and these are all warnings of the Physical judgments of God as Pharoah experienced and is the last resort to get man to Repent!! And turn to Christ to be saved.

Ex 4:1-9
4:1 And Moses answered and said, But, behold, they will not believe me, nor hearken unto my voice: for they will say, The LORD hath not appeared unto thee.
2 And the LORD said unto him, What is that in thine hand? And he said, A rod.
3 And he said, Cast it on the ground. And he cast it on the ground, and it became a serpent; and Moses fled from before it.
4 And the LORD said unto Moses, Put forth thine hand, and take it by the tail. And he put forth his hand, and caught it, and it became a rod in his hand:
5 That they may believe that the LORD God of their fathers, the God of Abraham, the God of Isaac, and the God of Jacob, hath appeared unto thee.
6 And the LORD said furthermore unto him, Put now thine hand into thy bosom. And he put his hand into his bosom: and when he took it out, behold, his hand was leprous as snow.
7 And he said, Put thine hand into thy bosom again. And he put his hand into his bosom again; and plucked it out of his bosom, and, behold, it was turned again as his other flesh.
8 And it shall come to pass, if they will not believe thee, neither hearken to the voice of the first sign, that they will believe the voice of the latter sign.
9 And it shall come to pass, if they will not believe also these two signs, neither hearken unto thy voice, that thou shalt take of the water of the river, and pour it upon the dry land: and the water which thou takest out of the river shall become blood upon the dry land.
KJV

When we spare the Rod, we spoil the child.
Again the first Rod is the sWord of the Spirit being the Word of God and is a spiritual chastisment wounding the spirit for good to raise us up as straight tall trees planted BY, meaning personally and next to the Living Water... but if they are difiant opposing the Word of truth that God has given us for our own good, we must then be subjected to the physical rod which is the natural sword by man's hand, meaning spanking if a child or war if a disobedient nation. These are all servants of God, but strive to be a servant of honor led by the Spirit not needing to be physically judged by MAN.
