The Wind like The Spirit of God Jhn 3:8 The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit. The wind blows wherever it pleases. You hear its sound, but cannot tell where it comes from or where it is going. So it is with everyone born of the Spirit. The word spirit in both Hebrew and Greek means “breath” or “wind.” Both a breath of air and a breeze are appropriate images for the Holy Spirit. Consider several properties of the wind. Wind is moving air, and this fresh air is needed continually for life itself. Even seeds often require wind for their dispersal and subsequent growth. Similarly, the Holy Spirit is the presence of God, the source for all life. Maple trees depend on the wind to blow their seeds to new places where they can grow new trees.Hot air balloons go wherever the wind takes them. Wind has no material shape or form. It is invisible; we cannot see the source or the destination of wind. It is a mysterious, unseen force. Nevertheless, its presence is known by its effects. Likewise, the unseen Holy Spirit can be experienced in a refreshing way. His presence is displayed in the work he does in human lives by transforming, sanctifying, encouraging, and teaching. Wind is a powerful force. It cannot be stopped or controlled by people. Likewise, the Holy Spirit is not subject to human control. The moving of the Holy Spirit is God at work. There is great variety in the wind. It may be a soft whisper gently rustling the leaves on the trees, or it may be a hurricane uprooting trees. Likewise, the Holy Spirit may gently bring a person to Christ, such as a little child raised in a Christian home, or he may work in some climactic, dramatic way to bring conviction and conversion to the hardened sinner. In Acts 16, contrast Lydia, whose heart the Lord opened (verse 14), and the jailer, who needed an earthquake to jar him to his spiritual sense (verse 30). In both cases, the Holy Spirit did the regenerating work. Remember how the Holy Spirit first came to Jesus Christ's followers as a rushing wind. Act 2:2 And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting.

The word translated wind (pneuma) is always translated spirit elsewhere.
There is another word for "wind" such as the wind that hit the disciples when Jesus came to them on the Sea of Galilee: anemos

"The word bloweth" is pneō: A primary word; to breathe hard, (Compare psucho: to breathe gently)

This breathing in reminds of where God created Adam. Here God is heralding the creation of a new kind of man, those "in Christ", a "new creature" (2 Cor. 5:17).

Gen. 2:7: And the Lord God formed man of the dust of the ground, and breathed into his nostrils the breath of life; and man became a living soul.

1Cor. 15:45: And so it is written, The first man Adam was made a living soul; the last Adam was made a quickening spirit.

So, a more accurate reading would be:
The spirit (which in the context is the Spirit of God) breathes hard where he wills, and you hear the sound
(voice: from phonos, where we get telephone) thereof, but you cannot tell whence he comes and whither he goes, so is everyone
that is born of the spirit.

This is clearly fulfilled first at Pentecost (Acts 2) where there was a rushing mighty wind, and when they all received the Spirit they were
all heard speaking in tongues, as the Spirit gave them utterance.
Just like the natural creation cries as the first sign of life when it is born, so the spiritual speaks in tongues when it is born again.
- the new tongue signifies the new heart.

Only God knows the heart (Acts 15:8-9, Jer. 17:9), "you cannot tell whence he comes and whither he goes".
- Therefore for us to know if we are right with God, he must bare independannt witness, he does.

Romans 8:15: For ye have not received the spirit of bondage again to fear; but ye have received the Spirit of adoption,
whereby we cry, Abba, Father.

(i.e. by the Spirit, not by our spirit presuming to call God "Father"; Abba Father is a special term relating to one's true father only,
and since God is a Spirit, it is fitting that the cry should be in a spiritual language)
:16: The Spirit itself beareth witness with our spirit, that we are the children of God

Gal. 4:6: And because ye are sons, God hath sent forth the Spirit of his Son into your hearts, crying, Abba, Father

Peter explained:
Therefore being by the right hand of God exalted, and having received of the Father the promise of the Holy Ghost,
he hath shed forth this, which ye now see and hear. (v33)
(referring to the speaking in tongues)

Then:
"the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call."
(i.e. "everyone" in John 3:8)

That's how the apostles were able to judge precisely when people received the Spirit - by hearing them speak in tongues.
And how they knew that some people who professed faith and were baptised had still not received the Spirit.
(Acts 8:12-16, 10:44-46, 19:5-6)

Conclusion:
Anyone who has never spoken in tongues is not yet born again, the good news is that if they are humble,
like the people in Acts 8:12-16, 19:5, they can pray and expect to receive the same.
