So Jesus prayed the Father would send, to those who believe, "another helper." That He Himself was the first helper is clear. Now He is going to ask God to send another, in order "that He may abide with you forever." Jesus dealt with them, when He was about to depart. Who is the other?

He is "even the Spirit of truth, whom the world cannot receive, because it neither sees Him nor knows Him; but you know Him, for he dwells with you and will be in you," John 14:17.

The Spirit of truth; Jesus said will later dwell, not with you, but in you - is Jesus' Himself.

Nobody at that time had yet been born of the Spirit, because Jesus was still with them. He could not send His Spirit to indwell them, forever, until after He died, rose, and had ascended, to be glorified, before the Father could send Him back in His Spirit form. First, God came among us as the Son of God, in flesh. Hebrews 2:14-18, reads,

14 Forasmuch then as the children are partakers of flesh and blood, he also himself likewise took part of the same; that through death he might destroy him that had the power of death, that is, the devil;
15 and deliver them who through fear of death were all their lifetime subject to bondage.
16 For verily he took not on him the nature of angels; but he took on him the seed of Abraham.
17 Wherefore in all things it behoved him to be made like unto his brethren, that he might be a merciful and faithful high priest in things pertaining to God, to make reconciliation for the sins of the people.
18 For in that he himself hath suffered being tempted, he is able to succour them that are tempted. - Hebrews 2:14-18.

In that while in the flesh form Jesus "gave aid to" His disciples, His followers, those who believed in Him. He was their helper; but He was limited in His giving of aid because, He was just one man (with 12 disciples for whom He would do whatever they asked) through whom "God also bearing witness both with signs and wonders, with various miracles, and with gifts of the Holy Spirit" - Hebrews 2:3-4.

Now indwells those who believe in Him, and are therefore born again, not of flesh as when born through the water of the womb, but born of the Spirit of God - John 3:3-6, but by the seed of God, John 1:12-13; 1John 3:9; Ephesians 3.

Jesus' continues His comforting discourse: "I will not leave you orphans; I will come to you," John 14:18. Jesus said he will come again. "A little while longer," He assured them in his compassion, "and the world will see me no more, but you shall see me. Because I live, you shall live also," 14:19. By going away - eventually ascending into His glory - Jesus provided for the new birth, so that instead of being spiritual orphans, they/we are born into God's family.

But didn't Jesus just say, in verse 16, that he would send another helper? this helper we know as, the Holy Spirit. "Holy" is only an adjective, however; a descriptive word designating setting apart, sanctifying the Spirit of God - Christ in us.
