So no Biden cannot just release even more hundreds of thousands of illegal migrants from custody into the USA with no court date set for their status.
Even if the judge had not ruled, illegal migrants seeking entry to the US from central and south America and the Caribbean could not be legally released into the US.

The first centers will open in Guatemala and Colombia. They're part of a strategy to expand legal pathways to the U.S. while making it harder for migrants to claim asylum at the border.
