Because that fire is intended to purify people's sins—it acts as a purifying fire for believers and those who have repented(fire of the Holy spirit), but a form of torment for those who have not.

Anyone who accepts God's word and obeys can be saved. They suffer eternal suffering because they disobey the punishment. They are still disobeying God's word, which includes eternal torment.
