Which is the right way up for the face of the clock? If the clock had fallen, it supposedly would have fallen on the face of the clock. To see the face of the clock in this image means that someone has turned the clock over to expose the clock face, but did they know which way to face the clock in the picture so that we would look at it in the right orientation?

For me there is no right answer.

Reminds me of the ditty, "Daytime or nighttime is always the right time to . . (Oh I know), . . to chew on a conundrum."

4 dots between the hour lines show 12 minute segments as relates to the hour hand. The hour hand points to 12 minutes before the hour. Therefore the minute hand must do the same, therefore "12" on the dial is 12 minutes after the minute hand.

It could be an Irish clock.
