In the case of Romans 13:1... Punishment/discipline is called for.

Anyone who resists governing authority is opposing what God has set in place ​

and will bring judgment upon themselves. Romans 13:2​

God puts those who govern over nations in place for either blessing a nation, or for punishing/disciplining a wayward people.

Damnation is only applicable for people who reject the Gospel.
Giving the Gospel is not the job of a ruler of a nation.
