10:9 That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.

10:10 For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation. Romans 10:9-10


I am of the opinion that the above verses are directed to Jews. Salvation for Israel was not in the law but faith in the risen Jesus.

In the following verse the topic is Israel's salvation.

10:1 Brethren, my heart's desire and prayer to God for Israel is, that they might be saved. Romans 10:1

While Romans 10:9-10 may be good verses to use for salvation, technically, in Romans 10:1 it is evident Paul is dealing with Israel in this chapter and in those verses.

The following verses below are from Romans; Paul is speaking of the righteousness of faith in Jesus Christ;

10:6 But the righteousness which is of faith speaketh on this wise, Say not in thine heart, Who shall ascend into heaven? (that is, to bring Christ down from above:)

10:7 Or, Who shall descend into the deep? (that is, to bring up Christ again from the dead.)

10:8 But what saith it? The word is nigh thee, even in thy mouth, and in thy heart: that is, the word of faith, which we preach; Romans 10:6-8

It can be seen that the above verses are related to the verses below from Deuteronomy, spoken to Israel.

30:11 For this commandment which I command thee this day, it is not hidden from thee, neither is it far off.

30:12 It is not in heaven, that thou shouldest say, Who shall go up for us to heaven, and bring it unto us, that we may hear it, and do it?

30:13 Neither is it beyond the sea, that thou shouldest say, Who shall go over the sea for us, and bring it unto us, that we may hear it, and do it?

30:14 But the word is very nigh unto thee, in thy mouth, and in thy heart, that thou mayest do it. Deuteronomy 30:11-14

Confession of Jesus as the Christ, the Messiah, and the Son of God for Israel followed faith and trust in him. This is similar to what we find in Romans 10:10.

Below is what Jesus said of confession.

10:32 Whosoever therefore shall confess me before men, him will I confess also before my Father which is in heaven. Matthew 10:32

Many Jews believed on Jesus to eternal life but did not publicly confess him as Christ, the Son of God for fear.

9:22 These words spake his parents, because they feared the Jews: for the Jews had agreed already, that if any man did confess that he was Christ, he should be put out of the synagogue. John 9:22


12:42 Nevertheless among the chief rulers also many believed on him; but because of the Pharisees they did not confess him, lest they should be put out of the synagogue: John 12:42

In 1 John we read that Israel is to confess Jesus as the Son of God.

4:15 Whosoever shall confess that Jesus is the Son of God, God dwelleth in him, and he in God. 1 John 4:15

Paul isn't preaching salvation by works here. But how to spot true Christians and how to know if you are one or not. It's a fruit check.

As if this is not true for Gentiles. Good grief. While the context is for Jews, the doctrine is universal.

This is where I get really confused. Now it becomes universal...not to just the Jew but also to the gentile. How does man decide when it is universal and when it is not?

Addressing the OP: 1 Timothy 6:13-16
[13] I give thee charge in the sight of God, who quickeneth all things, and before Christ Jesus, who before Pontius Pilate witnessed a good confession; [14] That thou keep this commandment without spot, unrebukeable, until the appearing of our Lord Jesus Christ: [15] Which in his times he shall shew, who is the blessed and only Potentate, the King of kings, and Lord of lords; [16] Who only hath immortality, dwelling in the light which no man can approach unto; whom no man hath seen, nor can see: to whom be honour and power everlasting. Amen.

No ones salvation comes by the law. Rather every person is comes to salvation it is because of faith in Christ. This is not universalism because some folks will accept faith in Christ and other reject it.

I'm glad you used th word "man" (which means mankind in general). So here's how mankind decides that what is written in Romans 10 is universal.

For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation. (v 10)

For there is no difference between the Jew and the Greek: for the same Lord over all is rich unto all that call upon him.(v 12)

For whosoever shall call upon the name of the Lord shall be saved.

(v 13)
