Absolutely! And He laid down those principles in the book we call the bible!
Yes we get to know Him by building a relationship with HIm. And His Word gives us the instructions on how to build a right relation with Him.

Matthew 4:4 is a directive to all men, who, in this context, shall not live by bread alone, but by every word that proceedeth out of the mouth of God. The Lord does not, in any manner, tie Himself to the scriptures, as you opined. Besides, He does not oblige us to live by every word written in the scriptures, per se. We need Jesus to teach us the things we shall put into practice in our daily lives, and this falls within the stage of following the Lord Jesus until the end for our salvation and eternal life.
Psalm 119:105 belongs to King David, and the phrase, ‘Thy word,’ does not refer to the scriptures, per se, but to the word that they heard coming out from the mouth of God.
The bible was made by a council of men, not by the Lord Jesus Christ. If you want those principles you opined were from Jesus, come and call upon the Lord, and hear from Him, real and forever living, those principles coming out from His mouth.

The Lord Jesus Himself will give us the instructions if we come and call upon Him, and listen and follow Him when He responds. The bible can’t do this to us, come what may!

Let me ask you a serious question. If you believe Jesus has taught you adultery is wrong and another says Jesus taught Him adultery is fine, who is right? You both can't be. And if you think the other is wrong, on what basis do you say He is wrong?

Have you heard and learned this from God? How did you become a child of God, btw?

That is a non-answer answer. If jesus tells you adultery is ok and jesus tells another adultery is wrong, who heard from jesus and who didn't and how do you discern

Because if you do not accept the bible as the inspired Word of God, you are like a boatr adrift on the ocean without rudder and sail. You have nothing to determine the voices and revelations you hear are actually from god or not. You have to rely on feelings, instincts or whatever you rely on to verify the voice you hear is actually Gods.
