The Forum is God's. The 20 are the two full measure of His Admins--those sent (10 meaning "all") "first to theJew, also to the Greek (gentile)...AKA the 24 Elders (24=2 groups of 12: 12 meaning all + the Father and the Son).
In scripture, 20 is often associated with a period of waiting, preparation, or testing before transition. Jacob - Genesis 31:38, Israel - 1 Samuel 7:2, Solomon - 1 Kings 9:10. Prophetically, the number can symbolize a period where something is being established but is not yet stable or mature. 20 leaders at once can mean rapid expansion, premature promotion, or a structure forming before unity is fully tested. Rapid growth does not always mean success. Sometimes when Satan cannot stop progress, he accelerates it so that it will fail.
