imo you are conflating "minister" with "pastor" there, and while they can be synonymous, there is another sense of "minister" as "avenging angel." A plague is a minister too, right

The only ones confusing the word "minister" with anything are the vast majority of Christians equating those first seven versus with civil authorities, with no context for it whatsoever from any preceding or succeeding chapter. At no other point in scripture are governments ever referred to as Gods ministers, its always referring to those within the church or to angels.

ah, well, govs minister laws if nothing else, yes? and we rejected "no king," and begged God to give us one, so it follows that one cannot very well do that and then flout the law, imo
