The issue in the OP is the NVRA's restrictions on REMOVAL of registered voters, NOT criteria for their registration in the first place. The Virginia Court, and the Fourth Circuit, had nothing to say about the latter. Nor does the statute prohibit states from insisting on proof of citizenship...
