    I don't know. 'determined"in Daniel 9:24 simply means God has "decided" 70 weeks of years on Daniel's people, the Jews, and the holy city, Jerusalem for the accomplishment of the things listed in Daniel 9:24.

    Jesus was cutoff 4 days after arriving in Jerusalem as the messiah. The 70th week does not begin until the prince that shall come confirms the Mt. Sinai covenant - the one Daniel was praying about his people having violated - for 7 years, the period required by Moses in Deuteronomy 31:9-13.
