It does mean something. Jesus said Most assuredly, I say to you, unless one is born of water and the Spirit, he cannot enter the kingdom of God. He assured us that we MUST do it and if we don't we can NOT enter the kingdom of God. So it does mean something. And no where in that passage does it...
