    Kind of, the governmental part of the Kingdom is in fact made up of spirit beings, all of them. So one could say that it is spiritual, and the earthly citizens that Kingdom rules over are indeed flesh and blood, although all are citizens of that Kingdom, and all are under the same regulations.
