All people are offered reconciliation, that is The Cross of Christ.... This is a universal offer, that has to be accepted by FAITH. So, that means that God offers Salvation to everyone.....one BELIEVER.. at a time......and unbelievers are not saved by the finished work of Jesus on the Cross.
