Problem is, there are no "reasonable" prosecutors willing to take anyone to court over civil rights issues. Somehow they have a way of ending up suicidal, on purpose and mysteriously. So no one brings the lawsuits. The judges are all paid for. And the criminals get away with abusing citizens...
